This 1965 aerial photo concentrates on The Gulch, the large train yard right across Techwood Drive (now Centennial Olympic Park Drive) from the CNN Center, which now stands approximately where the circular storage tank appears.  What is that thing?  I'm glad you asked.  According to Tom S., who left a comment over on the ATM Facebook page,  it's "a large fuel storage tank.  The tank would move up and down relative to the amount of diesel fuel in it.  This motion allowed a consistent pressure and elimination of any fumes that could build up in the space above the liquid.  In turn, there was a reduced chance of explosion."  Photo source.
