It's a very rare postcard that features a date on the back, but this one has a 1967 copyright mark on it.  It looks like the train tracks went right up to the Capitol's door.  In the upper right hand corner of the photo is the public housing development known as Capitol Homes, which was built around 1940 and demolished in late 2002.  More Georgia State Capitol postcards can be seen here.
