Atlanta Mayor William Hartsfield is seen here in a 1966 photo promoting that year's Southeastern Fair.  After serving as Atlanta's mayor for 24 years, Hartsfield decided not to seek re-election in 1962 and moved on to the position of President of the Southeastern Fair Association, which sponsored the yearly fair at Lakewood.   Thanks to Buzz W. for alerting me to the fact that this information can be found in the book William Berry Hartsfield: Mayor Of Atlanta (1978) by Harold H. Martin.
